Parent Portal Registration v2 + Policies + Pricing + Billing (2026-08-15)

Registration form changes (signin.html register panel)

1. Add 2nd Parent fields (name, email, phone).
2. School = NAME ONLY (dropdown). Parent does NOT enter school address.
3. Parents initially pay ONLY a registration fee ($50.00).
4. Invoiced 5 days before first scheduled pickup; invoice sent via email.

6. One-Way Pickup/Dropoff = $120.00/week
7. Two-Way Pickup/Dropoff = $175.00/week
8. Registration requires acknowledging the policies below.

Policy documents to create (5)

• Transportation Agreement
• Photo/Media Release
• Late Pickup Policy
• Late Payment Policy
• Child Privacy Policy (Parent must agree/acknowledge during registration.)

School data population (for AI Route Builder)

• Populate schools table with ALL Chatham County (Savannah-Chatham County Public School System) schools: name, address, drop-off window, pickup window.
• Registration is school-name-only, so the school dataset MUST be complete before the dropdown + AI Route Builder work.
• Drop-off/pickup windows = SCCPSS bell-time defaults (admin-refinable per school).

Billing changes (backend billing_routes.py)

• Registration = one-time fee ($50.00).
• Recurring weekly invoice (one-way $120 / two-way $175), generated 5 days before first pickup, emailed.
• Outbound email: app3 has postfix relay via mail.itpropartner.com:2525 (netcup blocks 25/465/587). See smtp-relay-configuration skill.
